The long-awaited L-1B memorandum mentioned by President Obama as part of his executive actions last November was released this afternoon. I have reviewed and summarized the memorandum below. You can also get to the document here. The memo addresses the longstanding issues involving defining “specialized knowledge” and also addresses issues such as locating L-1Bs at third party sites and giving deference to prior L-1B adjudications when an extension of status is submitted.
